Description
This seminal paper by Welton and Callen introduces a relation between fluctuations and dissipation which differs in two fundamental aspects from that of Nyquist. First, the resistance is frequency dependent R(\omega) and secondly it also applies to temperatures in the quantum regime (compare formula 4.8 and 4.9).
