This session introduces the importance of actor analysis for local governance, with a focus on stakeholder mapping as a tool for identifying, categorizing, and visualizing the actors shaping a city’s sustainability agenda. Students will learn to distinguish between different types of actors (governmental, private sector, civil society, knowledge institutions, etc.), analyze their relative influence, interests, and relationships, and critically reflect on potential alliances, conflicts, and power dynamics. The exercise will support students in mapping the actor landscape for their city case, providing a foundation for later stages of their group work (relevant for Step 1).
